How to Get Startup Funding Without Revenue in India (2026)

How to Get Startup Funding Without Revenue in India (2026)

Quick answer: Yes, you can get startup funding without revenue. The key is to go to the right people for the stage you are at.

  • You only have an idea: ask friends and family, or apply for founder fellowships.
  • You have built a working product: apply for government grants.
  • You have your first users: talk to angel investors.
  • You have a strong team: apply to accelerators and early-stage funds.

Bank loans almost never work before you start earning money.

What investors look at when you have no sales

If you have no sales yet, investors look for other signs that your startup can work. The more of these you have, the better.

  • Your team: have you worked in this industry or built something like this before?
  • A working product: something people can try, not just an idea on slides.
  • Real users: people who use your product, even for free, and keep coming back.
  • Written interest from customers: a letter or email from a business saying they want to buy.
  • A waiting list: people who signed up to use your product when it is ready.
  • Ownership of your product: the company, not a founder personally, owns the code, designs or patents.

Bottom line: pick your two strongest signs and talk about them first in every pitch.

Match the money to your stage

Each type of funder backs startups at a different stage. Go to the ones who back startups like yours today.

You can use more than one. Many founders get a grant and angel money together.

Bottom line: start with the row that matches where you are today.

Government grants: money you don't pay back

A grant is money you don't return and that doesn't cost you any share of your company. That makes it the best first money if you qualify.

The main one is the Startup India Seed Fund Scheme:

  • How much: up to ₹20 lakh to build and test your product. You can get up to ₹50 lakh more later, but that part has to be paid back or turned into shares.
  • Who can apply: startups recognised by the government's startup department (DPIIT), set up in the last two years.
  • How to apply: through a startup incubator that runs the scheme, not directly with the government.

There are also grants for specific fields, like hardware, biotech and farming, and many states run their own.

Find them on Backrr: our grants list shows 30 grants, how much each gives, and who can apply.

Bottom line: apply for grants while you talk to investors. Grants can take 3–6 months, so start early.

How a grant helps you keep more of your company

Here is a simple example. You need ₹60 lakh. Angel investors say your startup is worth ₹3 crore today.

  • If angels give you all ₹60 lakh: they own about 17% of your company.
  • If you get a ₹20 lakh grant first, and angels give ₹40 lakh: they own about 12%.

With the grant, you keep about 5% more of your company. If your startup grows to ₹50 crore, that 5% is worth about ₹2.5 crore.

Bottom line: every rupee from a grant is a rupee of your company you don't have to sell.

Why bank loans don't work yet

Banks lend money only when they know you can pay it back. With no sales, you have nothing to pay it back from. Banks usually want a few years of business history first.

Loans make sense later, once money is coming in. Our guide to government loans without collateral covers them for that stage.

Bottom line: before you have sales, focus on grants and investors, not loans.

Common mistakes

  • Giving away shares when a grant would do. The example above shows how much that costs.
  • Pitching investors who only back startups with sales. Check what stage an investor backs before you reach out.
  • Keeping your product in your own name. Investors want the company to own the code, designs or patents.
  • Using vague numbers. "Lots of interest" means nothing. "400 sign-ups, 60 use it every week" is real proof.
  • Not getting government startup recognition. Most grants need it. Getting recognised is free.

Frequently asked questions

Can I get funding with just an idea?
Yes, but it is harder and the amounts are smaller. Friends and family, founder fellowships and some accelerators back founders at the idea stage.

Is the Startup India Seed Fund a loan?
The first part, up to ₹20 lakh, is a grant you don't pay back. The second part, up to ₹50 lakh, has to be paid back or turned into shares.

How much of my company should I give away before I have sales?
First rounds in India often give investors 10–20% of the company. Our pre-seed funding guide explains how to work out the right amount.

Do I need a registered company?
Yes. Most investors and grants need a private limited company.

Will I pay extra tax on investor money?
No. The old "angel tax" was removed from 1 April 2025. Our guide on the end of angel tax explains what changed.
